Paloma de Papel (Paper Dove) examines how a small and poverty stricken rural Peruvian community is torn apart by the civil war between the government and the terrorists part of Sendero Luminoso (Shining Path). The story is told through the perspective of Juan, a boy of around 11 years who unwittingly becomes involved in the guerilla warfare.
The movie starts with the main character when he is already grown up and about to leave the Lima prison where he has been held as a convicted terrorist for the last ten or so years. The film immediately jumps back in time to explain how he ended up arrested in the first place.
As the story unfolds, it becomes clear that Juan never intended to become involved with the communists and the movie explains how was captured by a group recruiting children from the village to join their army.
The film explores the tactics used by the communist guerrillas to convince children to fight and kill authorities in the Peruvian government. Themes of patriotism, a sense of belonging and the pain of losing a family member are considered from the viewpoint of those affiliated with either side of the civil war.

La obra comienza cuando el personaje principal, ya adulto, está a punto de salir de la cárcel de Lima, donde ha estado confinado como terrorista convicto durante más o menos diez años. La película regresa en el tiempo para explicar cómo es que fue a parar allí.
A medida que la historia se desarrolla, se hace evidente que Juan nunca tuvo la intención de involucrarse con los comunistas. La película explica cómo fue capturado por un grupo que reclutaba niños en el pueblo para unirlos a su ejército.
La película explora las tácticas utilizadas por los guerrilleros comunistas para convencer a los niños de que vayan a combatir y a matar a las autoridades del gobierno peruano. Se consideran temas como el patriotismo, el sentido de pertenencia y el dolor de perder a un miembro de la familia desde los puntos de vista de ambos bandos de la guerra civil.
